Create a page on HLS/WebRTC, explaining the differences both in plain English and in a little more detail. This way channel runners can easily understand the difference between the two options.

Create a link to this page next to the option for streaming method on the Channel Settings page.

We should also make a small error message that shows in place of the video when webRTC streams cannot be loaded.

It should include a brief, one-sentence explanation telling the user to try reloading, and that if they experience continued issues that their internet connection might not work with the stream, and that they should read the HLS/WebRTC page for more info.
