Create an alert system that sends a warning to any online mod capable of queuing.

Alert should show in nav bar upon refresh, or via socket.io message for connected channel tabs.

Write in way that this could be later used for a mod/admin alert system used for both channel/server-wide alerts.

Maybe use PM system, but probably not.
